MUTCD vs EN12368: A Buyer’s Guide to Traffic Signal Standards

Distinguish US road-use requirements from European signal-head product specifications when comparing export documentation. Confirm the project’s applicable rules, specified standards and required evidence rather than assuming that MUTCD and EN12368 are interchangeable certifications.

1. Why signal standards matter

Traffic signal standards exist to keep drivers, pedestrians and cyclists safe across jurisdictions. They define chromaticity (the colour of red, yellow, green), luminous intensity (how bright the signal is), beam distribution, environmental tests and documentation. A signal head certified to one standard may not be acceptable in another market, even if it looks identical.

For buyers, a mismatch with the applicable requirements can delay acceptance or commissioning and may create contractual or liability issues. Customs requirements, warranty coverage and insurance consequences depend on the destination, contract and circumstances. State the applicable standards and required conformity evidence in the RFQ alongside the technical specifications.

2. MUTCD in the United States

MUTCD is published by FHWA and addresses traffic-control devices on facilities open to public travel, not only publicly owned roads. For a US signal project, check the currently adopted edition, applicable state provisions and Part 4 requirements, then identify the product specifications and evidence required by the purchasing authority.

Key requirements: colour chromaticity per ITE chromaticity diagram; minimum luminous intensity per ITE intensity table; specific beam distribution for visibility from the driver decision point; backplate requirement for visibility under backlight; and specific lens and visor geometry. ITE standards apply for the actual product (for example ITE Vehicle Traffic Control Signal Heads). State DOTs may add additional requirements.

3. EN12368 in Europe

EN12368 is the European product standard for traffic signal heads. It covers optical performance, mechanical construction, environmental resistance and documentation.

For a project specifying EN12368, confirm the applicable edition and the performance classes required by the purchasing authority. Request model-specific evidence for the specified optical characteristics, colour, light distribution, environmental protection and mechanical performance. Identify the exact lens, housing and electrical version covered by the reports. Confirm the applicable conformity documents and marking obligations for the destination; do not treat a generic standard reference as proof of a product’s certification or as a complete list of legal requirements.

4. Other regional standards to know

Confirm the destination country, road authority and contract requirements before quoting. EN12368 and MUTCD may be referenced in different projects, but neither should be assigned to an entire continent by default. Record the required standards, editions, performance classes and acceptance documents for the actual project.

5. China traffic signal certification

For Chinese projects, distinguish GB14887 for road traffic signals, GB14886 for signal setting and installation, and GB25280 for road traffic signal controllers. Confirm the applicable edition and the project’s requirements. For export projects, establish the destination requirements separately. Ask GAOQIAO for model-specific test reports and any applicable certification or conformity documentation, and verify their scope. Do not assume a standard reference establishes CCC certification or that documentation for one market proves compliance in another.

For exported signal heads, build the documentation list from the destination’s applicable requirements and the tender, rather than assigning one standard to an entire continent. Confirm the required EN12368 or ITE product evidence where relevant, the adopted road-use rules, and whether any local certification applies to the exact product. If ISO 9001 is requested, verify the certificate holder, validity and certified scope separately from product conformity.

6. How to specify the right standard in an RFQ

State the applicable standard, edition, required performance classes, ingress protection and documentation explicitly in the quotation request. Ask for evidence linked to the proposed model and configuration. If the project cites multiple standards, have the responsible authority or designer resolve their scope and any conflicts; do not assume that selecting the supposedly stricter standard demonstrates compliance with all requirements.

7. Common pitfalls when exporting between regions

Check destination requirements before selecting an export configuration. CE marking does not replace the requirements of a US project; an American-market configuration does not automatically satisfy a European tender. Confirm the applicable standard editions, each required EN12368 performance class where relevant, colour and photometric criteria, enclosure protection and the evidence for the exact model. Adding paperwork alone cannot correct a non-conforming product. List the required standards, classes, IP rating and documents in the RFQ, and resolve discrepancies with the project authority and supplier before shipment.

8. RFQ checklist for standard compliance

Send the supplier the destination country and any state or province requirements, the required standard (MUTCD/ITE, EN12368, GB14886, AS/NZS 2144 etc.), the required intensity class (for example EN12368 Class 2), the required IP rating (IP54, IP65, IP66), the required documentation (test report, declaration of conformity, CE, CCC), the required labels and language on the head, and the audit or inspection requirement before shipment.

Frequently asked questions

What is the difference between MUTCD and EN12368?

MUTCD and EN12368 have different roles: MUTCD addresses the use of traffic-control devices in the United States, while EN12368 specifies signal-head product performance and assessment. They should not be treated as interchangeable product approvals. For a procurement comparison, identify the adopted road-use rules and the separate product specifications, editions and test evidence required by the project.

Can the same traffic signal head meet both MUTCD and EN12368?

A product may be assessed against more than one standard, but compliance must be established separately for the selected model and applicable editions. Compare the relevant optical requirements and the scope of each report rather than assuming that passing one standard proves conformity with another. Confirm the required evidence with the supplier before ordering.

Is EN12368 accepted outside Europe?

Acceptance of EN12368 depends on the destination authority and project specification. Confirm the required standard editions, performance classes and supporting reports for the selected model. Do not assume that a European test report alone establishes acceptance in another jurisdiction.

What intensity class do I need for an urban intersection?

Select optical performance classes using the applicable edition of EN12368 and the road authority’s project requirements. Do not assign a class solely from an urban or high-speed site label. For US projects, confirm the applicable MUTCD requirements and referenced optical specifications, and obtain test evidence for the selected signal model.

What is the chromaticity diagram and why does it matter?

Chromaticity requirements define the permitted colour coordinates for each signal indication. Check measured results against the limits, test conditions and edition of the product specification required by the project. Do not assume that a reference to MUTCD alone identifies all product colour limits or that conformity with one specification demonstrates conformity with another.

Does a signal head need both CE and EN12368 certification?

CE marking applies where the relevant EU product rules require it; it is not mandatory for every product sold in the EU. For a signal head, confirm the applicable legislation, conformity-assessment route and supporting documentation for the exact model. Assess EN12368 requirements and the specified edition alongside those obligations, rather than treating a standard reference alone as proof of full conformity.

What about China GB14886?

GB14886 addresses road traffic signal setting and installation in China; GB14887 addresses road traffic signals as products. Confirm the applicable editions and project requirements rather than treating the two scopes as interchangeable. Request model-specific reports relevant to the required product performance and verify their scope. Availability of a GAOQIAO report must be confirmed for the selected model.
