NEMA TS-2 vs ATC vs Caltrans Controller Standards

Introduction

Three controller standards dominate the global market: NEMA TS-2 in North America, ATC 5.2b for new deployments and Caltrans 170/2070 in California and adjacent states. Each defines the cabinet, the connector pinout and the operating environment. Picking the right one before procurement avoids an expensive cabinet redesign mid-project.

NEMA TS-2: The North American Workhorse

NEMA TS-2 was published in 1992 and has been the dominant US standard for over three decades. It specifies a cabinet shape (the familiar base-mount assembly), a 37-pin connector between the controller and the cabinet, the operating voltage and temperature range, and a minimum set of input/output functions. Most existing US intersections still run TS-2 compatible hardware, so replacement controllers must keep TS-2 compatibility to drop into legacy cabinets.

NEMA TS-2 controllers and cabinets are interchangeable across vendors, which keeps the bidding process competitive and the spare parts supply stable.

ATC 5.2b: The Modern Successor

ATC 5.2b (Advanced Transportation Controller, version 5.2b) is the open-architecture successor to TS-2. It defines the same cabinet envelope but replaces the 37-pin connector with a high-density serial bus that carries more channels at higher speed. ATC supports modern detection inputs (video, radar, connected vehicle data), modern coordination protocols (NTCIP 1202 v03) and modern firmware update workflows.

For new installations in North America, ATC 5.2b is the right default. GAOQIAO supplies ATC-compatible controllers for projects that specify ATC and keeps TS-2 compatibility for legacy replacements.

Caltrans 170/2070: The California Standard

Caltrans TEES 2009 specifies a different cabinet form factor (the 170-style cabinet) and the 2070 controller unit. The Caltrans 170/2070 ecosystem is required on California state highway projects and adopted by several neighbouring states. If your project is in California or a state that follows Caltrans, you need a 2070-compatible controller; a TS-2 or ATC controller will not drop into a 170 cabinet without a substantial adapter.

GAOQIAO does not currently ship a Caltrans 170/2070 controller. For Caltrans projects, partner with a US-based 2070 supplier.

GAOQIAO supplies TS-2 and ATC compatible controllers for North American projects. See the controller cabinet guide and the compatibility checklist for procurement details.

Conclusion

For North American new builds, specify ATC 5.2b. For retrofits into legacy TS-2 cabinets, stay with TS-2. For Caltrans territory, source a 2070 controller locally. GAOQIAO can advise on the right choice for your specific project and ship matching cabinets.

Frequently Asked Questions

Can a TS-2 controller run in an ATC cabinet?

No. The cabinet connector is different (37-pin vs high-density serial). A TS-2 controller needs a TS-2 cabinet, and an ATC controller needs an ATC cabinet. GAOQIAO supplies both as needed.

Which standard is required for projects in Texas, Florida or New York?

Most states outside California accept either NEMA TS-2 or ATC. Confirm with the authority before procurement; many specify ATC for new projects and TS-2 for retrofits into legacy cabinets.

Does GAOQIAO supply Caltrans 170 controllers?

No. Caltrans 170/2070 is a closed ecosystem best sourced from US-based suppliers. GAOQIAO can advise on compatible signal heads, detectors and accessories.

How long does it take to migrate from TS-2 to ATC?

The cabinet wiring is unchanged, so a TS-2 to ATC swap is typically a one-day controller replacement. The bigger work is the firmware update and the new operator training.
