Scope of MUTCD Part 4
Part 4 covers:

Signal Warrants
MUTCD defines 11 warrants for installing a traffic signal. The most common is Warrant 1 (Eight-Hour Volume), used when traffic volumes exceed a threshold for 8 hours of an average day. Other warrants cover crash experience, school zones, and pedestrian volumes.

Signal Head Design
MUTCD Part 4 specifies:
- Lens diameter: 200mm minimum for vehicle signals, 300mm for high-speed approaches
- Backplate: required for all vehicle signals in the US since 2014
- Visor: required, tunnel or cowl
- Number of lenses: 3 (red/yellow/green) for ball, additional for arrows

Timing Parameters
MUTCD specifies minimum timing:
- Yellow change interval: calculated from approach speed, typically 3-6 seconds
- All-red clearance: 1-2 seconds, optional

- Pedestrian clearance (flashing don't-walk): calculated from crossing distance and walking speed

Signal Placement

- One head over the centre of each lane (preferred)
